it refers to if HCG levels do not increase at the rate that is expected. Like for instance, in early pregnancy HCG levels double every couple of days in the vast majority of pregnancies.

slow riser means that the woman HCG levels do not increase rapidly although she has a viable pregnancy.

this is when hcg levels do not rise to expected levels. hcg is important indicator if you want to get pregant!
